Energy efficiency and demand response remain bedrock strategies for states working to reduce energy usage and drive down energy costs for consumers. Advanced metering infrastructure (AMI) has enabled new load management strategies and programs while raising new challenges involving consumer education and privacy.

Exeter has an extensive understanding of energy efficiency programs and related load management initiatives and equipment. We support a range of interested parties including state regulatory commission staff, consumer advocates, and attorney generals throughout program development, implementation, evaluation, and enhancement. Our services include:

Because these programs are customer-focused, stakeholder engagement is especially important. Exeter has experience facilitating meetings with multiple parties with diverse perspectives, including utilities, consumer advocates, environmental groups, industrial stakeholders, building owners, energy agencies, and third-party program evaluators.

In recent years, Exeter’s work has increasingly focused on programs for low-income customers. These customers may not have time for multiple engagements, so program design often emphasizes advanced usage research and one-stop solutions.

Recent Projects

Arkansas Attorney General (AG)

On behalf of the AG, Exeter routinely reviews the annual energy efficiency reports and triennial plan filings of Arkansas utilities, as well as participates in collaborative stakeholder meetings. With the enactment of Arkansas Act 1102, Exeter developed a low-income energy efficiency program to include protocols and funding to address health and safety concerns (such as mold) that would otherwise prevent energy efficiency improvements from being pursued.

Louisiana Public Service Commission (LPSC) Staff

Exeter reviews the design and prudence of spending related to smart grid investments. This work involves considering whether the technologies’ proposed benefits are reasonable and that the system is in the public interest.

Pennsylvania Office of Consumer Advocate (OCA)

Exeter provides a wide range of support to the OCA, including reviews of utility AMI implementation and evaluations of energy efficiency plans. Exeter evaluates the sufficiency of the utility programs and ensures that all residential ratepayers are eligible to participate. Exeter also proposes new pilot programs and measures to expand cost-effective portfolios.
