William R. Cotton
Mr. Cotton works on a wide range of projects, including Maryland Public Service Commission certificates of public convenience and necessity for new generation projects; nationwide research and analysis of balancing authority interconnection queues; state and regional renewable energy market analyses, including economic assessments of renewable energy projects and states’ renewable energy policies; as well as utility rate assessments and power procurement for federal entities.
Mr. Cotton holds an M.S. in Environmental and Natural Resource Economics from the University of Copenhagen in Denmark and B.A.’s in Economics and Psychology from the University of North Carolina.
